Oregon Latino Health Coalition (OLHC) is seeking a Full-Time Coalition Policy Strategist. The Coalition Policy Strategist will support and sustain the coalition work of the Latino Emotional Health collaborative (LEHC). This position will be responsible for leading LEHC’s strategic plan and helping to support OLHC health equity policy agenda.
The Latino Emotional Health Collaborative (LEHC) was formed to address the numerous systemic and institutional barriers to mental, behavioral and emotional wellness for Latinos. To date Oregon Latino Health Coalition, serves as the convener for LEHC and supports regional collaborating partners for the expansion of Latinx mental and emotional health services and service delivery, build a Latinx mental and emotional health workforce, improve data collection, and inform and define public policy.

Qualifications:
- This position requires a bachelor’s degree or minimum of 3 years’ experience with demonstrated knowledge in public health, social work, policy, civic engagement, or related fields.
- Clear understanding of health disparities faced by Latino community members in Oregon.
- Excellent writing, research and public communications skills, including: demonstrated ability to analyze issues, think strategically, and communicate complex issues clearly to a variety of audiences; experience and comfort with speaking publicly.
- Excellent organizational skills, creative and detail oriented; able to manage and prioritize multiple responsibilities.
- Experience in facilitation, interpersonal communication, including: experience leading teams, coalitions, and supervising staff or volunteers
- Bi-lingual (Spanish and English) verbal, listening and written communication skills, and an ability to build effective relationships with diverse allies and constituents in both languages.
- Demonstrate strong background in advocacy, community organizing and/or civic engagement.
- Highly professional, organized and self-motivated with excellent verbal, written and interpersonal skills.
- Ability to travel throughout the state, required car, valid registration, insurance, and driver’s license.
- Must be willing to accommodate community-based scheduling needs. (i.e., meetings held in the evening and on weekends off-site)
- Successful completion of civil, criminal and/or motor vehicle background checks.
Essential Duties:
- Coordinates and facilitates coalition meetings and communicates effectively with members to promote collaboration, negotiation, problem solving and strategic planning.
- Provides leadership and coordination to the Latino Emotional Health Collaborative (LEHC) composed of stakeholders from the trip-county areas, health systems, government agencies and community-based organizations.
- Works with all members of the LEHC team to assist with projects, programs, trainings, events and other duties as needed.
- Convenes the Latino Emotional Health Collaborative (LEHC) and support committees to advance LEHC’s strategic plan.
- Ensures regular communication occurs between Collaborative and steering committee leadership regarding the group progress.
- Facilitates strategic planning, monitoring, and guides the Collaborative to develop a comprehensive action plan based on needs-assessment and strategic planning, documenting action plan implementation and reporting progress.
- Serves as the primary point of contact with state and other funders; helps to identify, coordinate, research, policy, data and other needs on behalf of the Collaborative.
- Serves as primary liaison and attends local and statewide behavioral health equity meetings, councils, coalition meetings and other venues to advance OLHC’s prevention goals and objectives.
- Recruits and maintains a diverse coalition membership with state and local partners.
- Acts as the LEHC point of contact for Latino behavioral, mental and emotional health.
- Conducts literature/resource reviews to identify best practices for Latino behavioral, mental, and emotional health.
- Collaborates with other local agencies, non-profits, and individuals to lead and provide support to successful working group effort.
- Coordinates activities such as: town hall meetings, planning activities, and outreach events.
- Supervises, mentors and directs the work activities of students, volunteers, interns and assigned temporary staff.
- Prepares and ensures all program reports, narratives, and data information is accurate, complete, and submitted to the appropriate agencies on time.
- Provides presentations and written reports to increase mental/behavioral health awareness to the Latin community, stakeholders and to help groups determine critical issues, strategies, and practices that would best serve the Latino community.
- Supports grant proposals, reports, and correspondence for funders and submits in a timely manner.
- Assists management team, program design, grant development, budget planning, evaluation, and implementation on initiatives as needed.
- Attends meetings in the evening and on the weekends as needed.
- Other duties as assigned.
COMPENSATION: Annual Salary of $55,000 to $58,000 DOE
